GENERAL SUMMARY: The Clinical Manager, Behavioral Health & Psychiatry will provide overall clinical leadership of the Behavioral Health & Psychiatry program at MCHC. Participate in MCHC and community activities to promote, advance or sustain child & adolescent programs and MCHC goals, which may include committee membership, presentations, or mental health related activities. Develop and execute PCMH and PCSP standard procedures. The Clinical Manager will work as a member of the Behavioral Health & Psychiatry care team to enhance the care provided by MCHC. Under the direction of the President/CEO, Psychiatrist and/or Psychiatric Nurse Practitioner will provide case management/direct clinical care as assigned, assist with comprehensive psychiatric/physical assessments and evaluations, and assist in monitoring psychotropic medications in collaboration with the supervising physician. 

ESSENTIAL JOB FUNCTIONS
Clinical Functions
  • Assess the needs of clients/families utilizing observations, examination/testing, and/or interview techniques. 
  • Perform therapeutic procedures to assist in diagnosing medical and psychiatric problems to develop treatment plans and services for quality care. 
  • Order, interpret, and evaluate various diagnostic tests as assigned.
  • Instruct, monitor, and counsel clients/families regarding compliance with prescribed medications and the established therapeutic regiments. 
  • Develop care plans and provide direct case management, counseling, risk assessment, crisis intervention services for assigned clients/families.
  • Identify community resources to assist clients/families and make referrals to other service agencies as appropriate.
  • Develop and monitor continuous quality improvement initiatives for department. 
  • Answer and triage phone calls/inquiries from parents/families of patients receiving care from the Psychiatrist/NP.
  • Provide nursing oversight for Behavioral Health Medical Assistant.
  • Provide professional nursing care including administering medications, taking and interpreting vital signs, venipuncture, electrocardiograms and assisting with procedures. 
  • Coordinate referrals for specialists, partial hospitalizations, and diagnostic testing and obtaining results of referrals and testing. Make referrals to other MCHC programs and individuals as necessary (rehabilitation, nutrition, caseworker).
  • Obtain outside records needed for continuity of care.
  • With the Psychiatrist/NP, assign and schedule new psychiatric medication evaluations.
  • Provide medication information and instructions to families.
  • Ensure accurate and complete medical records, obtain necessary information for preparing new records, file and maintain confidentiality of all records.
  • Participate in telehealth appointments with client, family, and providers.
  • Coordinate follow up care for clients being treated by Psychiatrist/NP.
  • Perform vital signs, medication reconciliation and history taking for clients seeing Psychiatrist/NP.
Administrative Support
  • Assist in the coordination of assigned Behavioral Health & Psychiatry programs and services.
  • Collaborate with MCHC and community partners to accomplish program goals, objectives, and requirements.
  • Lead chart reviews and other quality assurance activities
Training
  • Instruct clients/families regarding the treatment of mental illness.
  • Provide community presentations regarding specific mental health program information.
  • Develop training and teaching materials.
Leadership
  • Provide direct leadership for Behavioral Health & Psychiatry and oversee program/department activities and assignments.
  • In collaboration with the President/CEO, interview, recommend hiring/termination, and provide orientation/training for staff as requested. 
  • Administer MCHC policies and procedures.
  • Evaluate performance of assigned staff.
OTHER RESPONSIBILITIES
  • Attend internal/external educational programs and read professional journals/books to maintain or enhance skills and competencies.
  • Participate in assigned meetings including in the community as a representative of MCHC.
  • Other job-related duties as assigned.
QUALIFICATION STANDARDS
  • Requires bachelor’s degree in nursing.
  • Current Michigan RN license and CPR certification required.
  • Five years of progressively more responsible post bachelor’s clinical work experience with knowledge and understanding of psychiatric mental health services preferred. 
  • Functional knowledge of clinical and mental health assessments using the DSM-IV for mental disorders. 
  • Experienced in interdisciplinary team functioning, knowledge of community resources and understanding of the health/social needs of families.
  • Experience with pediatrics and/or behavioral health.
  • Requires a high degree of effective communication and interpersonal skills to effectively interact with children, adolescents, parents, neighborhood groups, school staff, community agency personnel, administration, associates, and visitors.
  • Basic computer skills required in Microsoft Word, PowerPoint, Excel, and Outlook.
  • Intermediate computer skills required in EHR/EMR/EPM.
WORKING CONDITIONS
  • Work is performed primarily in an office or clinical environment with no unusual discomfort due to temperature, dust, noise, or exposure to hazardous materials. The home visits encompass the areas of Flint and Genesee County. Some of these areas may be associated with drug trafficking, prostitution, theft, or other violent crimes.
  • Occasionally the work sites may include areas that are unsanitary, unkempt, with risk of exposure to insects, vermin, rodents, unpleasant odors, or infectious diseases.
